管仲在齐国执政为相之后,凭借小小的齐国滨临大海的地理条件,流通货物,积累财富,富国强兵,与普通人同好同恶。所以他的著作中说:“粮仓充实就知道礼节;
衣食饱暖就懂得荣辱;
君王的享用有一定制度,六亲就紧紧依附;
礼、义、廉,耻的伦理不大加宣扬,国家就会灭亡。

写作背景:

西汉景、武年间(时间不详),在黄河龙门的一个小康之家中,司马迁出生了。司马迁的祖父司马喜在汉文帝诏入栗米受爵位以实边卒的政策下,用四千石栗米换取了九等五大夫的爵位,因此全家得以免于徭役。

年幼的司马迁在父亲司马谈的指导下习字读书,十岁时已能阅读诵习古文《尚书》、《左传》、《国语》、《系本》等书。汉武帝建元年间,司马谈到京师长安任太史令一职,而司马迁则留在龙门老家,身体力行,持续着耕读放牧的生涯。

汉武帝元鼎六年(前111年),驰义侯授命平定西南夷,中郎将郭昌、卫广率八校尉之兵攻破且兰,平南夷。夜郎震恐,自请入朝称臣。

汉军又诛邛君,杀笮侯,冉震恐,请臣置吏。随后汉武帝在西南夷设置武都、牂柯、越巂、沈黎、文山五郡。

而此时正随汉武帝东行巡幸缑氏的司马迁在继唐蒙、司马相如、公孙弘之后,再次出使西南,被派往巴、蜀以南筹划新郡的建设。随后又抚定了邛、榨、昆明,在第二年回朝向武帝覆命 。

司马迁与上大夫壶遂讨论文学之时曾说过:“我听董生说:‘周朝王道衰败废弛,孔子担任鲁国司寇,诸侯害他,卿大夫阻挠他。

其三,公羊家崇让、尚耻之义是《史记》褒贬历史人物的道德标准。

春秋时齐国政治家。名夷吾,字仲,亦称管敬仲。据说他早年经营商业,后从事政治活动。在齐国公子小白(即齐桓公)与公子纠争夺君位的斗争中,管仲曾支持公子纠。小白取得君位后,不计前嫌,重用管仲;

内江市东兴区纪委副书记、监委副主任郭启文说,通报批评、诫勉谈话、书面检查,原本是不同的三种处理方式,三种处理方式合并使用,这在“第一种形态”运用中属于顶格处理。“这么大的处理力度,说明了我们当初的震惊程度,也证明了我们对此事的重视程度。”

内江市委常委、市纪委书记、市监委主任黄春江对东兴区纪委监委的处理持肯定态度,“这是对干部队伍中的形式主义说不。”

近日,华西都市报-封面新闻记者前往内江现场调查了解此事,有被处理干部说:“年终总结年年交,以为没人看,没想到上级会如此认真。”

突查这次市纪委的检查有些不寻常

今年1月9日,内江市纪委监委党风政风监督室副主任李婕,带队到东兴区,检查东兴区委、区政府领导班子20XX年度党风廉政建设主体责任落实情况。行前,内江市纪委副书记、监委副主任李斌告诉李婕:“抓不出问题,你们就不要回来。”

李婕把压力层层传递,要求东兴区纪委接受检查的内容不仅是20XX年的,“还要提供20XX年的”。

这让迎接检查的李琳有些意外。

李琳是东兴区纪委监委党风政风监督室的负责人,她告诉记者:“以前,检查都只看报告内容是否齐全,包括党政‘一把手’履行党风廉政建设第一责任人责任、其他班子成员履行‘一岗双责’,以及领导干部个人廉洁从政等内容。这次市上为什么不按常理出牌、还要前一年的?”

上级机关的不寻常做法,让李琳更加重视这次年终专项督查。她与鞠武利、段治鑫、张婷三位同事商量后,提出了从述责述廉报告入手,深入纠治形式主义新表现的工作思路。征得上级领导同意后,1月18日,他们马上逐一电话通知乡镇、街道:请立即将班子成员20XX年的述责述廉报告交到纪委来。

20XX年度的述责述廉报告,早在20XX年12月年终考核时,区纪委就收齐了。

20XX年度的报稿收上来之后,李琳、鞠武利、段治鑫、张婷四人用了将近一周的时间,逐一对比、仔细察看。李琳说,对比着看,完全是市纪委这次的不寻常之举提醒了她。

逐一对比有两种方式:同一个人,前后两年的报告,纵向对比着看;同一个乡镇(街道)的班子成员,横向对比着看。看着看着,令人惊讶的事情发生了。

段治鑫在对比检查苏家乡曹明同志的报告时,吃惊地发现——曹明完全在“抄袭自己”。

“他抄袭自己前一年的。前后两年的总结,他只改动了两个处。第一处是标题,20XX年是《20XX年度述责述廉报告》;20XX年是《20XX年度履职情况工作报告》;第二处是总结的第一段第三句话,20XX年写的是:以‘十八’重要精神思想为指导,20XX年则改动为:以‘十九’重要精神思想为指导。其余几乎一个字没变。”(记者注:原文有误,应为‘十八大’‘十九大’。)

让段治鑫吃惊的事情,还不止于此。曹明前后两年的年终总结比对。

段治鑫把苏家乡与曹明同一个班子的其他几位领导干部的总结又拿来进行比对。

“当时很吃惊!”段治鑫说,苏家乡党委副书记陈秀美的总结,与曹明的几乎完全一样,“两人的总结,内容95%相同。都是三个小标题,只有第一个小标题略有不同:曹明写的是‘加强学习夯实自身思想政治基础’,陈秀美写的则是‘加强理论学习提高拒腐防变能力’,其余两个小标题完全一样;另外还有一处不同,是最后一段的第一句话,曹明写的是‘作为乡人大主席’,陈秀美写的是‘作为党委副书记’。”

曹明、陈秀美两人同一年的年终总结比对。

段治鑫将自己的发现,汇报给了李琳。

问责三种处理合并使用给全区一个警醒

仔细对比后,李琳同样很吃惊,“太不像话了!对组织安排的工作,竟如此敷衍!”

李琳马上将情况汇报给了上级领导,上级领导见此情形也是吃惊不小,马上带着曹明、陈秀美的几份总结,找到了东兴区委常委、区纪委书记、区监委主任欧阳健承。

欧阳健承将几份报告亲自对照后,直摇头:“除曹明、陈秀美之外,其他人的呢?”

李琳回答说,其他还有16人,也不同程度存在照抄照搬、抄袭拼凑或相互抄袭,“个别乡镇的纪委书记,前后两年的报告,甚至只改动了案件数据。”

闻言,欧阳健承说:“每年的重点工作、中心工作,都不一样,报告里面都没有体现出来?”

李琳回答:“没有。”

欧阳健承当即决定:“一定要问责!这次要抓典型,给全区一个警醒!”
